Position Overview

Under the general direction of the Director, Decision Support, and while demonstrating a commitment to the Mission, Values and Management Philosophy of St. Boniface Hospital, the Manager, Health Information Services is responsible for ensuring the efficient and effective functioning of the service areas 24 hours per day, 7 days a week including Patient Registration, Telephone Inquiry, Records Management, Physician record completion compliance, Transcription, Coding, Claims, Release of Information, Research, Audit and PHIA Privacy Office activities . The Manager provides leadership in managing the delivery and supporting health information components in the paper and electronic health record environment. Responsibilities include providing leadership in the domains of health information standards; participating in new technology development; management of human resources, materials management, fiscal planning and monitoring, education and research, policy development, professional standards, program and strategic planning and quality assurance programs; and performing other related duties as assigned. The Manager participates on various councils, teams and work groups at the site, Winnipeg Regional Health Authority and Digital Health.

Experience

  • Three (3) years related experience in a supervisory or managerial position preferably in a healthcare setting. 
  • Extensive knowledge and understanding of the functions and standards related to Records management, Coding and Abstracting, Patient Registration and Client Registry.
  • Extensive knowledge of standards for the collection, storage, use, reporting and dissemination of personal health information.
  • Working knowledge of CIHI (Canadian Institute Health Information) standards, databases, and requirements for reporting to CIHI and Manitoba Health.
  • Demonstrated experience with automated electronic patient records (EPR) applications including ADT (Admission/Discharge/Transfer), Clinical Documentation, Orders/Results, Emergency (EDIS), and provincial diagnostic systems interfaced to EPR including Radiology, Labs, Endoscopy, etc.
  • Demonstrated experience with Health Record applications including Dictation, Auto faxing, Abstract coding, Chart Tracking, Iron Mountain offsite storage and inventory management.
  • Demonstrated experience with relevant legislations governing release of information and privacy legislation (e.g., PHIA, FIPPA, Vital Statistics Act, Mental Health Act, etc.)

Education (Degree/Diploma/Certificate)

  • Graduate with a diploma or degree in Health Information Management or Healthcare Management Program from an accredited college or university program required, or post-secondary education in a healthcare discipline with equivalent education and experience.
  • An equivalent combination of education and experience, as deemed recognized by the Hospital, may be considered in lieu of the above. Salary is commensurate with education and qualifications.

Certification/Licensure/Registration

  • Active certification in the Canadian Health Information Management Association (CHIMA)/American Health Information Management Association (AHIMA) preferred.

Qualifications and Skills

  • Knowledge of computer systems and proficiency of common software applications including word processing, spreadsheets, databases, voice mail, internet and email applications, as well as embossers, dictation, and telephone/paging equipment.
  • Demonstrated ability to lead, direct and motivate staff and management team.
  • Demonstrated team building and coaching skills.
  • Demonstrated ability and aptitude to recognizing, investigating and analyzing problems, and developing innovative solutions.
  • Demonstrated ability to effectively influence and facilitate change.
  • Knowledge of Transformation/Lean and Quality tools and strategies is an asset.
  • Excellent written and verbal communication skills.
  • Courteous and respectful interpersonal communication and public relation skills.
  • Ability to work independently and take initiative, and make independent decisions within scope of practice and role.
  • Mature, professional manner and ability to interact with various levels and types of staff, within the organization and other agencies.
  • Ability to retain information which is of a confidential nature.

Physical Requirements

  • Ability to flex work hours to support operational considerations in a 24/7 environment.
