Position Overview
Working collaboratively with Manitoba Health, other WRHA programs, and within the Winnipeg Integrated Services framework for Community Health Services, the Manager will provide leadership in the following key areas:
- Oversight and operational leadership for planning, implementation, and evaluation of all publically funded immunization programs within region, including school-based and annual influenza.
- Operational regional pandemic influenza, communicable disease, and other outbreak planning.
- Other related teams and services as required.
MAIN FUNCTION:
Provides leadership in the development of immunization programs, communicable disease control services and travel health services within the Winnipeg Health region, in collaboration with provincial and regional partners. The Manager will provide leadership in:
- Implementation, evaluation and updating the Population and Public Health Strategic Plan in the area of Communicable Disease Control (CDC), Immunization and Travel Health.
- Stimulate integration within, and partnerships beyond, the WRHA including the participation in, or development of relevant networks related to immunization, Pandemic Preparedness and Communicable Disease Control.
- Act as a resource on pandemic influenza planning and communicable disease control to the staff of the WRHA and beyond.
- Supervise staff as appropriate and support staff to function to full scope of practice within the program area, while addressing any clinical issues related to service delivery.
- Represent the program areas on external and internal committees.
- Provide direction and support to partner organizations on behalf of the WRHA.
- Seek out related research and funding opportunities and partake in grant submissions.
- Manage the budget within communicable disease control, immunization, and travel health services.
- Respond to Personal Health Information (PHIA) and Freedom of Information and Protection of Privacy Act (FIPPA) requests in conjunction with designated privacy officer.
Experience
- The incumbent should have a minimum of four years relevant work experience and have demonstrated successful leadership, program coordination and management skills.
- The incumbent will demonstrate competence and understanding of the principles of primary health care, population and public health, health promotion and epidemiology.
- Experience working with multi-sectoral partnerships, developing working relationships with a broad level of individuals and organizations, including the ability to facilitate, collaborate, and resolve conflict.
Education (Degree/Diploma/Certificate)
- Bachelor’s degree in Nursing required.
- Master’s degree in a relevant area is preferred, e.g. public health, nursing or community health sciences.
- An equivalent combination of education and experience as recognized by the Winnipeg Regional Health Authority may be considered in special circumstances.
SPECIAL TRAINING:
- Specific training in the area of communicable disease control, surveillance, epidemiology, immunization program planning/implementation, pandemic planning, disaster management, and/or completion in the Public Health Agency of Canada Skills Enhancement courses are an asset.
Certification/Licensure/Registration
- Current active practicing registration with the College of Registered Nurses.
- Valid driver’s license and access to a vehicle.
Qualifications and Skills
- Communicable disease control.
- Program/policy/guideline planning, development, implementation and evaluation.
- Writing at both lay and technical levels.
- Oral communication skills including giving presentations
- Evaluating evidence and literature.
- Working with multi-sectoral partnerships within and beyond the health services sector.
- Liaising with other levels of government, jurisdictions and organizations on a provincial and national level.
- Community development and implementing programs with community partners.
- Manage budgets/financial reporting and responsible use of resources to foster interprofessional collaborative practice.
- Working knowledge of technology e.g. Panorama and other supporting systems to support development of reports, presentations and evaluations.
- Leadership and team building experience and skills.
- Past work in the area of public health nursing immunization programs is an asset.

This position requires a current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment.
