Shared Health leads the planning and coordinates the integration of patient-centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.
Position Overview
Under the general supervision of the Director of Clinical Standards & Operational Support, the ERS Quality Officer:
- Promotes and coordinates a comprehensive quality program within ERS.
- Implements, operates and monitors a provincial continuous quality program.
- Promotes and abides by professional standards and all applicable regulations/policies within Shared Health.
- Works collaboratively with the ERS Medical Director Team to support safe, efficient and effective delivery of patient care.
- Participates in research and innovation projects on a provincial basis.
- Performs other duties which may include delivery of education as required to ensure the standards of care are maintained throughout ERS.
Experience
- 5 years of experience practicing at the Primary Care Paramedic level (minimum).
- Experience implementing quality programs preferred.
Education (Degree/Diploma/Certificate)
- Graduate of a Primary Care Paramedic program held by an accredited Canadian education institution, or a College of Paramedics of Manitoba approved equivalent.
- Graduate of Advanced Care Paramedic program preferred.
- Certificate/diploma in quality assurance, quality improvement, and/or patient safety preferred.
Certification/Licensure/Registration
- Certificate of Practice with the College of Paramedics of Manitoba – Member in good standing, at minimum at the Primary Care Paramedic level.
- Must have a valid Class IV Manitoba driver’s license (at minimum).
- Basic Life Support (BLS), level C or equivalent.
- Advanced Cardiac Life Support (ACLS) from an accredited training provider or must successfully complete the certification within six months of hire.
- Pediatric Advanced Life Support (PALS) is an asset.
- Neonatal Resuscitation Program (NRP) is an asset.
- Pre-Hospital Trauma Life Support (PHTLS) and/or International Trauma Life Support (ITLS) are assets.
Qualifications and Skills
- Demonstrated leadership capabilities.
- Demonstrates and encourages others to follow the principles of the LEADS framework; Leading themselves, engaging others, achieving results, developing coalitions, and participating in System transformation.
- Competence in an Indigenous language and/or knowledge of Indigenous customs, traditions and values is considered an asset.
- Experience working with individuals from diverse cultural, social and ethnic background is considered an asset.
- Experience in the use of Shared Health ERS and Digital Health technology, software programs, and equipment.
- Ability to speak multiple languages is considered an asset.
- Excellent oral and written communication skills.
- Knowledge of:
- College of Paramedics of Manitoba Standards of Practice.
- Scope of Practice as documented in the Regulated Health Professions Act.
- Manitoba Emergency Medical Response and Stretcher Transportation Act.
- Manitoba Highway Traffic Act.
- Shared Health clinical protocols, care maps and associated documents.
- Personal Health Information Act (PHIA).
- Other applicable Shared Health policies, procedures, guidelines, and directives.
- Qualitative and quantitative analysis of data.
Physical Requirements
- Physical and mental health necessary to meet the demands of the position required.
- Exposure to a variety of high stress, physically, mentally, and emotionally demanding situations.
- Must have a Valid Class IV Manitoba driver’s license (at a minimum) and use of a personal motor vehicle for travel within the zone and province as required.
