Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

 

Position Overview

Reporting to the Chief Executive Officer of Shared Health, the VP, Chief Financial Officer (VP, CFO) ensures financial resources and business functions effectively support the achievement of Shared Health’s mandate and goals.

 

As a member of the Executive Leadership Team, the VP, CFO leads all Shared Health financial and business activities, including accounting transactions, treasury and cash management, reporting, budgets and revenue, forecasting, analysis, strategy and planning, accountability, performance and health data, all health information services, and all commercial enterprises.

 

The VP, CFO leads the teams that provide enterprise financial and all aspects of finance, including financial analysis, planning, forecasting, and reporting, for both capital and operating funding; the teams that provides data, analysis, and performance metrics supporting business decisions.

 

The VP, CFO ensures the delivery of cost-effective, efficient and reliable health service support functions and finance services for Shared Health.

 

The position oversees the development of strategic planning, annual operating plans, and capital budgets for Shared Health by engaging all program areas to accurately reflect and account for financial pressures in the budget cycle.

 

Responsibilities include ensuring that Finance, Performance and Analytics, , and Commercial Services teams assist senior organizational leaders with timely, cost-effective support services, accurate financial information, data, and performance and analytic advice supporting Shared Health’s strategic and operating plan.

 

The position of VP, CFO functions in a manner consistent with and supports the mission, vision and values of Shared Health.

Experience

  • Minimum of fifteen (15) years of progressive management experience leading enterprise-wide corporate support service functions, including financial management, business performance measurement, strategic planning, and reporting in a large publicly funded enterprise, preferably in healthcare, including a minimum of:
    • Ten (10) years of senior leadership experience overseeing financial planning  budgeting forecasting, and reporting and working with auditors.
    • Ten (10) years of experience building and leading a high-performing finance , performance, analytical support services teams in a large complex organization.
    • Seven (7) years of experience establishing performance measures, monitoring operational goals and achievements and strategic performance improvement.
    • Previous experience in public sector accounting and/or in healthcare planning and delivery are assets.

Education (Degree/Diploma/Certificate)

  • Post-secondary degree in a related discipline, such as management or economics, from an accredited educational institution.
  • Chartered Professional Accountant or equivalent with current membership in good standing.
  • Postgraduate degree in a health leadership and/or business-related field or other additional education in health leadership and planning are assets.
  • An equivalent combination of education and experience may be considered.

Certification/Licensure/Registration

  • Eligible for registration and licensing by the applicable professional regulatory body.
  • Current Chartered Professional Accountant designation.
  • Member of an applicable professional association.

Qualifications and Skills

  • Demonstrated senior leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.
  • Given the cultural diversity of our region, the ability to communicate in more than one language would be considered an asset.
  • Proficiency in both official languages is essential for target and designated bilingual positions.
  • The incumbent contributes to making the organization safe for clients and staff and recognizes the importance of reporting unsafe situations and participating in follow-up reviews as a learning opportunity.
  • Provides a safe environment by ensuring adherence to Workplace Safety and Health Regulations and Policies, Infection Control Guidelines, WHMIS and Safe Work Procedures. Immediately investigates and recommends corrective action on unsafe acts, work conditions, incidents, near misses, injuries or illnesses.
  • Demonstrates understanding of role and responsibilities in fire prevention and disaster preparedness and participates in safety and health training programs, including the health facility's Fire, Disaster and Evacuation Plan.
  • Ensures patient safety and patient safety activities are emphasized throughout orientation, training and ongoing performance evaluation and mentoring. Supports an environment that avoids, prevents and corrects all activities or actions that may result in an adverse outcome in delivering health care services. Patient safety is a standing item for all individual and departmental meetings.

 

This position is guided by the foundational documents of the organization, including the organizational vision, mission, values and policies and available tools, models, methods and standards to support best practices from established independent organizations such as International Financial Reporting Standards (IFRS), the Canadian public sector accounting standards, generally accepted accounting principles (GAAP), and reviewing legislation and regulations related to financial activities including taxation where required, and other applicable legislation, regulations and standards.

Physical Requirements

  • Must be able to work safely in a typical computerized environment with frequent meetings at multiple sites throughout the organization and to lift and carry items of up to approximately 10 kgs.
  • Interruptions to respond to questions from executives and government representatives are common; dedicated and focused time for planning and concentration can be scheduled.
  • Regular travel throughout the service area requires a valid Manitoba driver’s license and use of a personal vehicle.
  • The incumbent functions autonomously on a day-to-day basis and manages assigned duties accordingly.
  • Assumes Administrator on-call duties, which may include acting CEO status.
  • Evening and weekend work as required.
  • Will be required to travel throughout the region as duties may require.
