Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

 

Position Overview

Security Services are dedicated to the provision of a safe environment in which the public may receive, and healthcare staff may provide, various types of medical care. Key to success is promotion of Security awareness within the healthcare facility settings in order to ensure patients, residents, clients, visitors and employees are protected from harm or reasonable fear of harm. Security Services aims to provide protection for personal and hospital property from theft, misuse and vandalism, as well as enforce the various hospital rules, regulations and policies, and applicable laws and by-laws. Maintains an acceptable level of order, control and safety within the buildings and grounds of healthcare facilities.

MAIN FUNCTION:

  • The Provincial Security Lead is responsible to lead the development and maintenance of provincial level healthcare security program and standards in coordination with the healthcare Service Delivery Organizations (SDO) including Regional Health Authorities (RHA). The program and standards include establishing physical design and building security systems approaches, establishing accepted threat risk assessment methods and mitigation measures, and staffed security program standards. Leads the development of contracted and in-house security employee training and orientation programs including coordinating provincial contracting standards and coordinated enhanced training. Manages the standardized Government approved training programs for the custody transfer of mental health patients from peace officers (Qualified Persons program) and for enhanced security via the Institutional Safety Officer (ISO) program for healthcare.
  • Ensures the program has appropriate governance, threat monitoring and response, performance measurement and reporting, training, and standards and practices are applied throughout the provincial health system.
  • Develops systems and processes to ensure client focused, effective and responsive security services throughout the province.
  • Acts as the primary security contact for escalation and the implementation of all security processes and standards, and as the provincial subject matter expert providing consultation on complex investigations.
  • Responsible for risk assessments, client satisfaction, budget management related to provincial security contract suppliers, operational policy development, business cases for recommended service or process improvements, management of staff, and the development of ISOs and Qualified Persons Security Officers (QPSO).

Experience

  • 5 years of experience leading multi-enterprise process transformation and organizational change in physical safety and security or policing.
  • 3 years of experience managing a security services or law enforcement team including managing unionized employees, complex programs, participating in strategic and operational planning, and holding responsibility for business development and financial outcomes.
  • 3 years of experience conducting risk assessments, coordinating standardized security work processes based on business requirements, and preparing and implementing plans to implement improved work processes.
  • 3 years recent experience using digital incident management support systems for business and security management.

Education (Degree/Diploma/Certificate)

  • Post-secondary degree in business, criminology, justice or in a relevant discipline from a recognized post-secondary institution combined with formal training in physical security and law enforcement including public safety and serving vulnerable persons and populations such as those with mental illness and/or addictions, homeless, etc.
  • A Master’s degree in management and training in crime prevention through environmental design principles is an asset.
  • An equivalent combination of education and experience may be considered.

Certification/Licensure/Registration

  • Must be eligible for and maintain an ISO appointment through Manitoba Justice guidelines and requirements.
  • Standing as a Certified Healthcare Protection Administrator with the International Association for Healthcare Security and Safety (IAHSS) or similar professional association is preferred.

  • Must successfully complete a Job Suitability Assessment (psychological evaluation).
  • Knowledge of Indigenous customs, traditions, and values is an asset.
  • Must regularly maintain clear Criminal Record, Vulnerable Sector Checks, Child Abuse Registry, and Adult Abuse Registry throughout the course of employment.

Physical Requirements

  • Must be able to work safely indoors and outdoors across diverse physical environments including hospital sites and in typical computerized office environments with frequent meetings, and to lift and carry items of up to approximately 10 kg.
  • Interruptions to respond to questions are common requiring managing multiple priorities and competing demands.
  • Must be able to manage occasional confrontational situations, handle highly confidential and sensitive information, and guide/mentor staff who regularly encounter high-risk, violent behaviours.
  • Must have a valid Manitoba driver’s license and use of a personal motor vehicle for regular travel within the province.
