Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

 

Position Overview

Shared Health Emergency Response Services (ERS) provides emergency medical services, patient transport as well as Emergency and Continuity Management across Service Delivery Organizations (SDOs) in Manitoba.

Under the general supervision of the Program Director, Specialty Services & Coordination and in consultation and collaboration with site and community management teams, Emergency Response Service (ERS) providers, and contracted patient transportation agencies, the Provincial Manager of interfacility Transport is responsible for:

  • Providing expertise and leadership for the provision of Inter-facility Patient Transport Services, including day to day management, supervision and education of Advanced Practice Respiratory Therapists, General Duty Respiratory Therapists and Transport Paramedics working as part of the Interfacility Patient Transport Team.
  • Identifying opportunities to enhance patient flow and continuity of care in an interdisciplinary team environment.
  • Assisting staff in developing their clinical skills.
  • Managing Respiratory Therapy clinical practice, administration, statistical reporting and database management, education and research, human, material and financial resources, in a patient transport context.
  • Provide direct client care and perform all client care duties and responsibilities during emergencies.
  • Plan, coordinate and evaluate systems to provide safe, effective and efficient service in collaboration with all service delivery organizations (SDOs), and federal health facilities within the province.
  • Liaise with provincial and federal health facilities, law enforcement, other public safety organizations, social services, service delivery organizations, community program partners, municipal government and indigenous communities.
  • Develop and manage an adaptive and collaborative team of clinical professionals with a culture of client service.
  • Integrate and manage support services for ERS, including administration, program planning, implementation of quality improvement, risk management and utilization management systems.
  • Work with Shared Health senior leadership to develop, manage, evaluate and ensure compliance with provincial clinical services standards, legislation, professional standards of practice, applicable code(s) of ethics, education and research within the program.
  • Develop, recommend, implement and evaluate key performance indicators related to service delivery.
  • Collaborate with key stakeholders to ensure safe, effective and appropriate client care through a clinical quality and patient care lens that will shape an environment for clinical and service excellence.

Experience

  • 5 years of progressive management experience leading a broad spectrum of health services in a large, publicly funded health services delivery organization including:
    • 3 years of direct clinical services delivery across one or more assigned clinical areas of health care such as:
      • Emergency Response Services.
      • Primary health, and/or community services including population health, health promotion and illness prevention for diverse populations across the human lifespan.
      • Acute inpatient, specialty care and complex ambulatory settings.
  • 2 years of management experience leading a clinical team within a unionized environment or;
    • 2 years of experience in program planning, program development, implementation and evaluation.

Education (Degree/Diploma/Certificate)

  • Post-secondary diploma in a relevant health discipline from an accredited education institution; a post-secondary degree is an asset.
  • Administration/Leadership and/or other specialized training is an asset.
  • An equivalent combination of education and experience may be considered.

Certification/Licensure/Registration

  • Active member in good standing of an associated regulatory body as appropriate.
  • Cardiorespiratory Resuscitation (CPR) Heart and Stroke Provider Level C or equivalent.

  • Demonstrated mid-level leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.
  • Available health care resources across the province.
  • Relevant professional regulatory requirements.
  • Scope(s) of practice as documented in the Regulated Health Professions Act.
  • Manitoba Emergency Medical Response and Stretcher Transportation Act.
  • Manitoba Highway Traffic Act.
  • The Health System Governance and Accountability Act.
  • Other applicable legislated acts.
  • Shared Health clinical protocols, care maps and associated documents.
  • Other applicable Shared Health policies, procedures, guidelines, and directives.
  • Indigenous cultural competence and safety.
  • Working knowledge of legislative acts governing health care related to the profession of Respiratory Therapy.
  • Working knowledge of legislative acts governing emergency medical response and patient transportation.
  • Critically thinking, analyzing, conceptualizing, and applying relevant knowledge to practice.
  • Expert organizational, interpersonal, problem-solving and decision-making skills.
  • Effective oral and written communication skills, including development and delivery of presentations, patient/client/family/staff education, etc.
  • Orientating staff to the professional expectations of practice.
  • Applying the principles of adult education and teaching adult learners.
  • Ability to communicate effectively with Program, Service, and other Administrative Directors.
  • Working with minimal direction.
  •  Functioning in a computerized environment.
  • Knowledge of budgets and financial reporting systems.
  • Working with individuals from diverse cultural, social, and ethnic backgrounds.
  • Use of Shared Health ERS and Digital Health technology, software programs, and equipment.
  • Sound knowledge and understanding of evidence-based practice.

Physical Requirements

  • Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg.
  • Interruptions to respond to questions from executives, and partner organizations are common; dedicated and focused time for planning and concentration can be scheduled.
  • Ability to work within standard patient care transport environment.
  • Must have a valid Manitoba driver’s license and use of a personal motor vehicle for regular travel within the province.
