Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.
Position Overview
Shared Health Emergency Response Services (ERS) provides emergency medical services, patient transport as well as Emergency and Continuity Management across Service Delivery Organizations (SDOs) in Manitoba.
Under the general supervision of the Executive Director, Speciality Services & Coordination and in consultation and collaboration with site and community management teams, Emergency Response Service (ERS) providers, as well as ground and air Patient Transportation Agencies, the Provincial Manager of Air Ambulance & Child Health Transport Team (CHTT) is responsible for:
- Providing expertise and leadership for patient care by the Child Health Transport Team (CHTT) and Provincial Air Ambulance, including day to day management, supervision of Advanced Practice Respiratory Therapists and Transport Nurse Clinicians.
 - Identifying opportunities to enhance patient flow and continuity of care in an interdisciplinary transport environment.
 - Assisting staff in developing their clinical skills.
 - Managing Transport Nurse Clinicians & Advanced Practice Respiratory Therapy clinical practice, statistical reporting and database management, education and research, human, material and financial resources.
 - Plan, coordinate and evaluate systems to provide safe, effective and efficient patient care in collaboration with service delivery organizations (SDOs), federal healthcare facilities, and air ambulance providers and contracted air / ground EMS services across the province and service response area.
 - Liaise with provincial and federal health facilities, service delivery organizations, community program partners and indigenous communities.
 - Develop and manage an adaptive and collaborative team of clinical professionals with a culture of client service.
 - Integrate and manage support services for patient transport including patient care, administration, program planning, implementation of quality improvement, risk management and utilization management systems.
 - Work with Shared Health senior leadership to develop, manage, evaluate, and ensure compliance with provincial clinical services standards, federal and provincial legislation, professional standards of practice, applicable code(s) of ethics, education, and research within the program.
 - Develop, recommend, implement and evaluate key performance indicators related to service delivery.
 - Collaborate with key stakeholders to ensure safe, effective and appropriate client care through a clinical quality and patient care lens that will shape an environment for clinical and service excellence.
 - Providing oversight of the Out of Province Air transport program.
 - Oversight of obstetrical support within Specialty Services and Coordination portfolio.
 
Experience
- 5 years of progressive management experience leading a broad spectrum of health services including:
 - 3 years of direct clinical services delivery across one or more assigned clinical areas of health care such as:
	
- Emergency Response Services.
 - Medical aviation/air ambulance.
 - Pediatric Intensive Care Unit/Neonatal Intensive Care Unit.
 - Experience with acute inpatient, specialty care, complex ambulatory settings
 - Working knowledge of legislative acts and regulations governing Medical Air Transportation.
 
 - 2 years of management experience leading a clinical team within a unionized environment ;or
 - 2 years of experience implementing program planning, development and evaluation.
 
Education (Degree/Diploma/Certificate)
- Post-secondary degree/diploma in a relevant health discipline from an accredited education institution.
 - Administration/Leadership and/or other specialized training would be considered an asset.
 - Canadian Aerospace Medicine and Aeromedical Transport Association (CAMATA) Certification, is an asset.
 - An equivalent combination of education and experience may be considered.
 
Certification/Licensure/Registration
- Active member in good standing of an associated regulatory body as appropriate.
 - Must have a valid Manitoba driver’s license and use of a personal motor vehicle for regular travel within the province.
 - Certification in ACLS (Advanced Cardiac Life Support), PALS (Pediatric Advanced Life Support) or NRP (Neonatal Resuscitation Program) is considered an asset.
 - Cardiorespiratory Resuscitation (CPR) Heart and Stroke Provider Level C or equivalent.
 
Qualifications and Skills

 - Scopes of practice as documented in the Regulated Health Professions Act.
 - Manitoba Emergency Medical Response and Stretcher Transportation Act.
 - Manitoba Air Ambulance Regulations
 - Transport Canada Aeromedical / Aviation Regulations
 - Commission on Accreditation of Medical Transport Systems (CAMTS) would be considered an asset.
 - Manitoba Highway Traffic Act.
 - Personal Health Information Act (PHIA).
 - The Health System Governance and Accountability Act.
 - Child Health Transport Team  clinical protocols, care maps and associated documents. 
		
- Other applicable legislated acts, policies, procedures, guidelines and directives.
 
 - Indigenous cultural competence and safety.

 - Ability to facilitate staff working to the professional expectations of practice.
 - Ability to communicate effectively with Program, Discipline, and other Administrative Directors.
 - Ability to work with minimal direction.
 - Ability to function in a computerized environment.
 - Working knowledge of legislative acts governing medical air transportation.
 - Knowledge of budgets and financial reporting systems.
 - Working with individuals from diverse cultural, social and ethnic backgrounds.
 - Proficient with the use of digital technology, software programs, and equipment.
 - Sound knowledge and understanding of evidence-based practice.
 - Ability to critically think, analyze, conceptualize, and apply relevant knowledge to practice.
 - Expert organizational, interpersonal, problem solving and decision-making skills.
 
Physical Requirements
- Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg.
 - Interruptions to respond to questions from executives, and partner organizations are common; dedicated and focused time for planning and concentration can be scheduled.
 - Ability to work within a standard patient care and or medical air transport environment.
