Shared Health leads the planning and coordinates the integration of patient-centred clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

Within administrative and shared services, capital planning carries out capital projects identified as strategic priorities for Shared Health by the Province of Manitoba and works with service delivery organizations to deliver projects designed to improve quality or produce efficiency in the delivery of health services. Capital planning provides leadership and management over a multi-million dollar capital planning and construction portfolio, spanning the entire health services system in Manitoba including hospitals, ambulatory clinics, personal care homes, community agencies and provincial programs.


The project manager is a leadership role within capital planning and is a senior office resource with a clear understanding of health services delivery.  The position leads multiple capital projects providing direct management and coordination of all project resources through various phases of planning and construction ensuring that all stages of the capital planning process adhere to Shared Health policy and procedures, applicable standards and accepted design/construction compliance.


  • 7 years of experience as a project manager of large complex projects teams with multiple internal and external stakeholder working on a diverse portfolio with a proven track record of success with complex capital projects.
  • Must have extensive experience in all phases of capital planning including pre-planning, design development and coordination, public tendering, procurement and construction contract administration, with experience in applied business management and ethics.
  • Direct capital project experience in health services is an asset.
  • Must have extensive experience in applying one or more established capital project management methodologies to complex cross-functional projects including all aspects of initiating, planning, executing, controlling and closing.
  • Demonstrated proficiency with computerized systems including general office productivity applications, plus Microsoft Project and AutoCAD.
  • Demonistrated experience in the management of budgets, schedules, and the review of financial statements as they relate to capital projects.

Education (Degree/Diploma/Certificate)

  • Post-secondary degree in architecture, engineering, interior design, environmental design, project management or a related field.
  • Additional training and/or certification in project management, building code, construction contract administration, construction specifications, LEED and EDAC are assets.
  • An equivalent combination of education and experience may be considered.


  • Active member in good standing of an associated regulatory body as appropriate.

Qualifications and Skills

  • Demonistrated mid-to-senior leadership capabilities.  The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.

Physical Requirements

  • Must be able to work safely in a typical computerized office environment with frequent meetings at multiple sites throughout the organization, and to lift and carry items of up to approximately 10 kg.
  • Interruptions to respond to questions are common; dedicated and focused time for planning and concentration can be scheduled.
  • Travel throughout the province requiring a valid Manitoba driver’s license and use of a personal motor vehicle.
  • Must be able to work flexible hours to accommodate the service requirements of source system and client organizations and support our 24/7/365, province-wide client needs as required.
