Job Summary:

The Project Analyst has full working-level competencies as a project/business analyst with a technical specialization in a narrow complex area of business and information technology analysis, or has a breadth of capabilities across several related areas. They perform complex project support, analysis and coordination and are capable of independently troubleshooting problems and issues that require in-depth analyses and broad judgement. They participate in project development, planning, implementation, and performance measurement with diverse project teams and stakeholders. 

 

Reporting to the Project Manager, the Project Analyst will provide business analysis services to elicit requirements, analyze and communicate workflows, and conduct gap analysis. This position will support diverse project activities including organizational change management (OCM), training, quality assurance, application testing, performance measurement, communication and team coordination. The Project Analyst is a key contributor during project planning, is relied on to coordinate, evaluate, monitor and support project progress, performs data analysis and performance measurement, and is the main source of project information and documentation including plans, minutes, reports and presentations.

 

This position will assume the role as project lead for projects with moderate complexity, including providing oversight to the junior project staff.   The Project Analyst may be given ad hoc responsibilities as requested by their supervisor which can include short-term back-up for specific positions and others as deemed appropriate by their supervisor.

 

Qualifications:

 

Education

  • Post-secondary degree/diploma in management, technology or digital health/clinical informatics from an accredited educational institution

 

Experience

  • 5 years of experience providing project/business analysis services to diverse customers in a dynamic project delivery environment, preferably in a healthcare setting, including:
    • Delivering project products and outcomes within budget, schedule and defined quality criteria using proven analytical methods
    • Identifying and developing project requirements with project managers, team managers and other stakeholders
    • Developing current and future state models, conducting gap and root cause analyses and recommendations, and detailing processes required to enable future state models
    • Leading small project teams to apply project management best practices
    • Facilitation, presentation and instruction
  • Demonstrated experience related to clinical information system planning and implementation or other health system projects would be an asset
  • Experience applying the PRINCE2 framework for project management and Prosci change management methodology are assets

 

An acceptable equivalent combination of education and experience may be considered

  • History of developing successful engagements with project managers, team managers and other stakeholders.
  • History of successful outcomes achieved through the use of proven analytical methodologies.
  • Experience in developing current and future state models, including detailed processes required to enable the future state models.
  • Undertake process gap analysis and develop recommendations where appropriate.
  • Experience in identifying and developing root cause assessments.
  • Strong oral and written communication skills, including presentation and instructional skills.
  • Ability to work effectively both independently and as a member of a team.
  • Ability to work in several projects simultaneously.
  • Ability to problem solve and think critically.
  • Demonstrated attention to accuracy and detail.
  • Demonstrated shared leadership capabilities appropriate to front-line influence on people to work together to achieve a common constructive purpose.

 

Required Licenses, Registrations, Designations

  • Project certification from an accredited institution, especially in those methodologies and frameworks used in the Manitoba healthcare environment, are assets.
  • Certifications in business analysis, quality assurance analysis, process analysis and/or organizational change management are considered assets.

 

Physical Demands and Working Conditions 

  • Must be able to work safely in a typical computerized office environment with frequent meetings at multiple sites throughout the organization, and ability to lift and carry items.

  • Must be legally able to work in Canada
  • Ability to speak French is considered an asset
