Position Overview

The Manager, Health Information Services is responsible for the efficient and effective operation and management of the Health Information Services Department (Health Records, Patient Registration and Communications) within the framework of the policies of the Misericordia Health Centre. Works collaboratively with the Supervisor, Health Information Services, and other Health Information Managers to promote standardization of Health Information Services within the Winnipeg Regional Health Authority (WRHA).


The Manager, Health Information Services is the Personal Health Information Act (PHIA) Privacy Officer for Misericordia Health Centre. In this role which is required by the Act, the incumbent deals with requests from individuals wishing to examine and copy or correct personal health information and also facilitates the centre’s compliance with the Act. This includes educating site staff, conducting audits to monitor access to personal health information by users, reporting and investigating alleged breaches of personal health information and contributing to privacy impact assessments.

Experience

  • A minimum of five (5) years of management experience in a health information services setting.
  • Demonstrated knowledge of Canadian Institute for Health Information (CIHI) standards and products including Management Information Systems (MIS) standards, coding and abstracting standards and classifications (ICD-10CA/CCI). Case Mix Groups (CMGs), Resource Intensity Weights (RIWs).
  • Hands on experience with CIHI databases (DAD, NRS, NACRS) and requirements for reporting of information to Manitoba Health and CIHI.
  • Direct experience with database report writers, e.g., Crystal Reports.
  • Working knowledge of automated regional health information systems & standards for the collection, storage, use, reporting and transmission of personal health information:
    • Provincial Client Registry.
    • Electronic Patient Record (EPR) modules for Admission-Discharge-Transfer (ADT EPR), Emergency Department Information System (EDIS EPR) and Scheduling EPR.
    • Electronic Medical Record (EMR).
    • Radiology Information System (RIS).
    • Abstracting System (Med2020 software for acute care, NACRS reporting).
    • Regional Dictation and Transcription (RDAT) System & eChart Reporting.
    • Scanning/auto-faxing applications.
    • Off-site records storage inventory management and reporting software.
  • Direct experience with the interpretation and application of relevant legislation; e.g., Personal Health Information Act, Mental Health Act, Vital Statistics Act, Fatality Inquiry Act.
  • Experience investigating, resolving and documenting breaches of personal health information.
  • Experience using Microsoft Office programs; e.g., Word, Excel, Access, Power Point.

Education (Degree/Diploma/Certificate)

  • Diploma or degree in Health Information Management from an accredited college or university program.
  • Diploma or certificate in Healthcare Administration or Management Program from a recognized post-secondary educational institution.
  • Cardiopulmonary Resuscitation (CPR) training requirements for this position shall be in accordance with the Employer policy.

This position requires a current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment. The successful candidate will be responsible for any service charges incurred. A security check is considered current if it was obtained no more than six (6) months prior to the start of employment.
