Position Overview

  • Oversee the financial planning, budgeting and forecasting activities for a portfolio within the service delivery organization including oversight of financial analysts by reviewing financial and statistical data, preparing and implementing plans and reports, and communicating these plans to relevant leadership teams.
  • Analyze, interpret and translate financial performance data (operating, clinical, and financial) ensuring reports, forecasts, variances and analyses of business activities are relevant for key stakeholders.
  • Support the financial analysis required for variance investigations, business case development and briefing notes. 
  • Support the development of budget and variance reporting, to ensure an accurate reflection and accounting of financial pressures in the budget cycle. 
  • Ensure forecasting and variance analyses provided identify major cost drivers and recommend options for mitigation of budget variances to senior management.
  • Oversee a collaborative team with a culture of client service to provide meaningful financial planning, forecasting, and budgeting information for all of the service areas of the organization. 

Experience

6 years of progressive experience delivering financial planning functions including forecasting, budgeting and related variance analyses in a large publicly-funded multi-organization enterprise, preferably in healthcare, including:

  • 3 years of experience working with complex financial analysis and data, financial forecasting, reporting and operational metrics tracking.
  • 3 years of experience interpreting and translating financial metrics.
  • 2 years of experience working with interdisciplinary teams and supporting multiple internal and external stakeholders.
  • 2 years of experience managing a high-performing team.
  • 2 years of hands-on experience using the finance and accounting modules of a comprehensive ERP system (e.g., SAP and/or Great Plains).

Education (Degree/Diploma/Certificate)

  • Post-secondary degree in a related discipline such as management, economics, public or business administration from an accredited education institution; an equivalent combination of education and experience may be considered.
  • Additional formal education in diverse and innovative financial business data modeling, funding and commissioning models in the public sector, and systematic process improvement methodologies (such as the lean transformation framework) are assets.
  • An equivalent combination of education and experience may be considered.

Certification/Licensure/Registration

  • Chartered Professional Accountant (CPA) designation with current membership in good standing is required.

Qualifications and Skills

  • Demonstrated mid-level leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.
  • Knowledge of capital financing, business accounting practices and Public Sector Accounting standards an asset.

Physical Requirements

  • Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg.
  • Interruptions to respond to questions are common; dedicated and focused time for planning and concentration can be scheduled.

 

 

This position requires a current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment.
