Shared Health leads the planning and coordinates the integration of patient-centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

Provincial Health Labour Relations Services (PHLRS) is the bargaining representative for health care employers’ organizations in Manitoba. Provincial Health Labour Relations Services also serves as the agent of Manitoba Health, Seniors and Active Living. As the bargaining representative, Provincial Health Labour Relations Services is responsible for the development and implementation of labour relations strategy and negotiation of health sector collective agreements on behalf of the health employers’ organizations in the context of a collaborative framework to ensure consistency in the negotiation and administration of collective agreements across all the health employer’s organizations. Provincial Health Labour Relations Services is responsible for engagement with all health employers’ organizations and unions representing staff within all employers’ organizations.

MAIN FUNCTION:
Reporting to the Executive Director, Provincial Health Labour Relations Services, the Labour Relations Analyst works with the Director and the Labour Relations Consultants to provide a wide range of labour relations services and support to employers’ organizations.

Experience

  • Three (3) years human resources/labour relations experience working in a multi-union environment is required, preferably in the health care field.
  • Experience with the administration and interpretation of collective agreements.
  • Previous research, analysis and data management experience and the ability to apply that knowledge within the healthcare context is essential.
  • An equivalent combination of education and experience may be considered.

Education (Degree/Diploma/Certificate)

  • Degree or diploma in a related field.
  • Certificate in Human Resource Management and/or Health Services Leadership and Management is an asset.

Qualifications and Skills

  • Knowledge and understanding of relevant labour legislation and relevant caselaw.
  • Proven ability to establish and maintain effective working relationships.
  • Ability to exercise sound judgement, tact and discretion while imparting sensitive and confidential information.
  • Proven ability to work effectively both independently and as a member of a team.
  • Demonstrated ability to generate results within tight timelines and while under pressure.
  • Ability to organize and prioritize workloads to keep concurrent projects progressing to completion simultaneously with little direction.
  • Familiarity with the negotiations process is a definite asset.
  • Demonstrated data management, research and analytical skills.

Physical Requirements

  • Typical of working at a computer and in frequent meetings in an environmentally controlled office environment.
