Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

 

Position Overview

Shared Health leads the planning and coordinates the integration of patient - centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations. These provincial services include Diagnostic Services, Emergency Response Services, Mental Health and Addictions as well as Corporate functions.

 

Main Function:
Reporting to the Executive Director, Human Resources Shared Health Provincial Operations, or designate, the Human Resource Consultant is responsible for the provision of human resource services including:

  1. Support – provides human resources management services and advice to internal clients and stakeholders to support strategy, planning and operations by advising on human resources solutions.
  2. Consultant Support – responds to questions and addresses issues normally raised to other Consultants in their absence.
  3. Human Resources Representative – human resources representative on site and/or regional committees or working groups.
  4. Management Support – consults on issues related to Performance Management, Attendance Support and Assistance Program, and Respectful Workplace Complaints.
  5. Labour Relations – interprets collective agreement and non-union policies, works with Managers on application of progressive discipline and grievance processes, participates in collective bargaining, supports the planning and implementation of Labour Adjustments Initiatives including relocation of staff affected by technological change, disablement or lay-off.
  6. Employee Relations – investigates workplace complaints, facilitates dispute resolution, conducts exit interviews.
  7. Recruitment functions – initiates and implements recruitment activities to meet regular and special resource and provides a variety of other personnel service, such as conducting exit interviews, arranging for advertising, and coordination and participation in the applicable panel interviews; and participates in establishment and implementation of regional recruitment goals.
  8. Organizational design – support clients in organizational design and re-design, expertise in reviewing and writing job descriptions, organizational effectiveness planning and implementation, team building expertise and coaching.
  9. HR Metrics and Reporting – using metrics, data and reporting in supporting client needs and identifying areas of emphasis for workplace improvement.

Experience

  • 3 - 5 years of progressive experience providing generalist human resources management support to management in a complex, multi-site, unionized environment, preferably in a large multi-enterprise and/or public sector organization; experience working in the health sector is an asset.

Education (Degree/Diploma/Certificate)

  • Undergraduate degree in human resources, or in a relevant discipline combined with a post-graduate certificate in human resources management from a recognized post-secondary institution.
  • An equivalent combination of education and experience may be considered.

Certification/Licensure/Registration

  • Chartered Professional in Human Resources designation with current membership in good standing or equivalent is preferred.
  • Certifications in project management, human resources, change management and quality processes are assets.

Physical Requirements

  • Must have a valid Manitoba driver’s license and use of a personal motor vehicle for regular travel within the province.
