Shared Health leads the planning and coordinates the integration of patient-centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.
Position Overview
Under the general direction of the Director of Operations and direction from the Fire Marshal, the Fire Safety Officer develops, coordinates and implements a comprehensive fire safety program for the Health Sciences Centre complex. The fire safety program includes but is not limited to a campus wide fire safety plan, fire safety regulation including fire policies and operational guidelines, oversight of construction and retrofit work affecting fire safety and fire safety orientation and training of site management and staff alike.
- The incumbent works with HSC FM staff and trades contractors to ensure site fire safety systems are fully functional and are maintained to regulatory standards for operability.
- The incumbent is responsible to work with HSC staff and management along with external customers and regulatory bodies within municipal and provincial governments to ensure continuous improvement of the HSC fire safety program.
- The Fire Safety Officer performs regular audits to ensure fire safety standards within the Health Sciences Centre are developed and maintained in accordance with the Manitoba Fire Code, Shared Health Fire Safety Policy/Guidelines and the HSC Fire Plan.
Experience
- Three years’ experience as a fire safety officer within an institutional setting is required.
- Five years’ experience as a fire inspector with experience in inspection of institutions and healthcare occupancies preferred.
- Ability to interpret and use the Manitoba Fire Code, Manitoba Building Code, City of Winnipeg By-Laws and NFPA Standards.
Education (Degree/Diploma/Certificate)
- Complete high school education, Manitoba standards, required.
- Certification through the Manitoba Fire College (or equivalent) in Fire Inspection is required.
- Certification through Manitoba Emergency Services College (or equivalent) as a Fire and Life Safety Educator would be considered an asset.
- Certification and/or training in mechanical, electrical or safety engineering technology is required.
Certification/Licensure/Registration
- Fire Inspector Level 1 NFPA 1031 Certificate (Required).
- Fire Inspector Level 2 NFPA 1031 Certificate (Required).
- AutoCAD Level 1 (Required).
- Fire and Life Safety Educator 1 NFPA 1035 Certificate (Preferred).
Qualifications and Skills
- Knowledge of building inspection techniques/methods is required.
- Knowledge of training methods and course development would be considered an asset.
- Excellent oral and written communication skills required.
- Knowledge of Windows based word processing, spreadsheet and data processing software required.
- Training in computer aided drafting (CAD Level 1) or equivalent is required.
- Preference will be given to those applicants competent in an Indigenous language and/or knowledge in Indigenous customs, traditions and values.
- Knowledge/training in technical trades including building systems especially fire safety systems is preferred.
- Demonstrated critical thinking and problem-solving skills.
- Ability to respond to a variety of simultaneous demands.
- Ability to adapt to changing situations.
- Ability to maintain concentration with frequent interruptions.
- Ability to perform independently and as a member of the Facility Management team.
- Ability to manage conflict and exercise good judgement.
Physical Requirements
- Good manual dexterity.
- Position involves entering confined areas such as mechanical rooms and crawl spaces and working in elevated places on various pieces of equipment (i.e., ladders, catwalks, scaffold).
