Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

 

Position Overview

Reporting to the Emergency Response Services Chief Operating Officer, the Executive Director Specialty Services & Coordination provides province-wide leadership, direction and administrative oversight for the provision of Patient Transport including specialized critical care teams for adults and children, clinical coordination through the Virtual Emergency Care and Transfer Resource Service (VECTRS), Operational Training and Education, Central Service Scheduling, Community Paramedicine, Specialty Paramedic Teams, and Equipment and Platform Coordination services across the provincial and inter-provincial care continuum.

The Emergency Response Services (ERS) Specialty Services & Coordination Program provides services to a variety of clinical programs and support services across acute, community and long-term care settings, including: Critical Care, Emergency, Internal Medicine, Family Medicine, Surgery, Mental Health & Addictions, Rehabilitation/Geriatrics, Child Health, Anesthesia, Women’s Health, Long-Term Care (including Personal Care Homes [PCHs]), and community services and agencies. The Executive Director also collaborates with internal and external stakeholders, municipal and contracted ERS agencies, law enforcement, and patient transportation service agencies within Manitoba and other provinces to achieve mutual goals.

This role will build and manage a multi-disciplinary team with a strong health service delivery culture within the service delivery organization. The incumbent will lead and inspire specialty services staff across the assigned site(s) and services to embrace and adopt integrated, patient-centred service delivery models, and ultimately drive quality and patient safety improvements.

The Executive Director will also lead & coordinate operational functions that provide specialty health services to patients, as well as functions that support the ERS system Provincially and inter-Provincially. These include the following:

  • Plan, coordinate, and evaluate future operational needs for Ground and Air Transport.
  • Plan, coordinate and evaluate future operational needs for VECTRS.
  • Drive changes to programming by evaluating and utilizing data provided by Quality Patient Safety and Accreditation (QPS&A).
  • Ensure sustainable and effectively coordinated in-province and out-of-province air and ground interfacility transport for adults and children.
  • Provide leadership and direction for the following programs:
    • Specialty Air and Ground Transport Teams.
    • VECTRS.
    • MTCC.
    • Operational Training & Education.

Experience

  • 7 years of progressive experience in a clinical health-care setting including:
    • 5 years of management experience including leading services planning and implementing approved operating plans.
    • 5 years of clinical operations and administrative management experience leading a health service providing multidisciplinary services.
    • 5 years of experience participating in implementing operational directives, and achieving patient safety, service integration and partner collaboration goals and objectives.
    • 3 years’ experience in clinical planning, development and evaluation, and managing patient care services within diverse program settings.
    • 3 years’ experience implementing educational programs and research processes.

Education (Degree/Diploma/Certificate)

  • Post-secondary degree in a relevant health sciences related discipline (e.g. Respiratory Therapy or Paramedicine) from an accredited education institution.
  • A postgraduate degree in Health Care and/or Business Administration is considered an asset.
  • A combination of education, training, and/or experience may be considered.
  • Training in health-care management, health policy, cultural awareness, statistical analysis, Epidemiology and Research methods, customer service, client relations and/or project management are considered assets.

Certification/Licensure/Registration

  • Active member in good standing of an associated regulatory body as appropriate.

Qualifications and Skills

  • Demonstrated comprehensive mid to senior leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.

Physical Requirements

  • Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg.
  • Interruptions from key stakeholders are common; dedicated and focused time for planning and concentration can be scheduled.
  • Regular travel throughout the service area requiring a valid Manitoba driver’s license and use of a personal motor vehicle.
