Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

 

Position Overview

Shared Health Quality is responsible for the coordinated delivery of accreditation and patient safety standards across Provincial Diagnostic Services (diagnostic imaging, laboratory services, public health testing & surveillance, breast health operations, and non-invasive cardiac testing).  This position will ensure the integration of accreditation standards and patient safety in the safe, effective, coordinated, and timely delivery of diagnostic services in Manitoba.

 

Main Function
Reporting to the Chief Operating Officer of Provincial Diagnostic Services this position will be responsible for:

  • General oversight of Shared Health Diagnostic Services (SHDS) Quality Management System (QMS) for:
    • Laboratory Medicine
    • Diagnostic Imaging, including Cyclotron and Radiopharmacy
    • Non-Invasive Cardiac Testing (NICT)
    • Public Health Testing & Surveillance
    • Breast Health
  • Supporting Facility Medical Directors (CAP and MANQAP) in defining QMS program requirements and assisting them in implementation of the requirements.
  • Supporting and monitoring compliance efforts to ensure diagnostic service areas meet or exceed regulatory and accreditation requirements necessary to maintain licensing and/or accreditation as well as patient safety standards.
  • Collaborating with Operational, Technical, Medical and Quality groups and departments to support continuous compliance of SHDS QMS.
  • Providing management oversight of the SHDS Quality Team.
  • Supporting the SHDS area medical and operational leads in developing quality and safety goals and objectives and in developing metrics.
  • Supporting and contributing to the organization’s strategic plan for quality.
  • Participate in the translation of the vision, mission, values and overarching strategic goals of Shared Health and Manitoba Quality Framework into concrete, specific, measurable, and assignable annual operational plans and goals for the program.
  • Working collaboratively with senior leadership to support quality as an inherent component of SHDS.
  • Working collaboratively with external stakeholders to ensure SHDS is well represented on matters relating to quality under delegation of the COO.
  • Assisting area operational leaders in implement patient safety quality drivers and patient safety improvements and work with operational and medical leads to incorporate these processes into their respective service areas. 
  • Ensure effective service-delivery, by partnering closely with clinical supports and operational leadership to ensure alignment with Manitoba’s Clinical and Preventative Services Plan (CPSP).

Experience

  • 7 years of progressive management experience leading a quality team in health services or health/pharmaceutical (Good Manufacturing Practice, GMP) industry including:
    • 3 years experience working with national/provincial standards of health-related industry accreditation program, pharmaceutical, Ambulatory Care and Perioperative Standards, for Accreditation Canada.
    • 5 years experience working and leading/managing quality program delivery, coordinating multiple services within a geographically disperse service area including influencing and collaborating with senior leadership in a matrix environment.
    • 3 years’ experience working with provincial and/or national standards of health-related industry accreditation programs such as Health Canada Pharmaceutical and/or GMP inspections, CNSC, Accreditation Canada, College of American Pathologists, Canadian Association of Radiologists (CAR) and MANQAP, among others, including implementing guidelines.

Education (Degree/Diploma/Certificate)

  • Post-secondary degree in a relevant health discipline from an accredited education institution is required.
  • A postgraduate degree/certification in quality in a health-related field is considered an asset.
  • An equivalent combination of education and experience may be considered.

Certification/Licensure/Registration

  • Active member in good standing of an appropriate associated regulatory/quality body.

Qualifications and Skills

  • Demonstrated comprehensive senior level leadership capabilities. Shared Health has adopted the LEADS in a Caring Environment framework.
  • Previous experience participating in quality operational planning, support implementing quality directives and guidelines, and achieving formal quality, patient safety, service integration and partner collaboration goals and objectives is an asset.
  • Previous experience developing, measuring, monitoring and reporting on the achievement of defined performance metrics is considered an asset.
  • Managing business planning functions including budgeting, forecasting, measurement, reporting and performance management direction is considered an asset.
  • Previous experience leading/support managing a successful site accreditation is considered an asset.

Physical Requirements

  • Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kgs (25 pounds).
  • Interruptions to respond to questions from executives, and partner organizations are common; incumbent is able to schedule dedicated and focused time for planning and concentration.
  • Travel to other health care facilities throughout the province requiring a valid Manitoba driver’s license and use of a personal motor vehicle.
