Reporting to the Vice President, Clinical Operations & Chief Nursing Officer, the Director of Patient Services, Indigenous Health, will lead and assist with driving continued innovation and service excellence in patient services. This position is responsible for the strategic and operational leadership of CancerCare Manitoba’s provincial clinical and indigenous health services. This roleguides the application of an Indigenous lens to CCMB clinical services with an Indigenous patient,family and community-centredapproach. This position, in partnership with clinical health system leaders, is responsible for defining and implementing accessible and culturally safe care strategies, including processes, procedures, tools and systems to support Indigenous Health services at CCMB. The role will also provide insights on Indigenous practices and beliefs to inform organizational strategy and guide executive-level decision making.

 

This position collaborates with clinical health leaders to incorporate the voices of Indigenous patients, families, communities, organizations and partners. This position informs the provision of quality traditional healing practices at CCMB.

 

The Director of Patient Services will provide the Indigenous perspective to the planning of our new state of the art CancerCare building. This role will collaborate and ensure our spaces are welcoming and respectful of the Indigenous beliefs and practices. The Director will focus on CCMB’s new building planning and clinical operations, this role will oversee the overall CCMB’s Indigenous operations including but not limited to building/facility planning, patient, people and processes management, and financial monitoring. This role provides leadership to multidisciplinary teams and collaborates with internal and external partners to ensure the delivery of person-centered, culturally safe care across Manitoba.

 

The Director will guide CCMB’s efforts toward truth and reconciliation, culturally safe care, and equitable access for Indigenous patients. While the role currently has no direct reports or clinical operations, it will evolve to provide system-level leadership and stewardship of the Indigenous portfolio as it grows.

 

The Director of Patient Services, Indigenous Health, guides the development and implementation of innovative, evidence-informed service models to meet the needs of Manitobans.

 

Qualifications:

 

Education 

  • A level of education, training, and experience equivalent to a Master’s Degree in a relevant discipline such as Nursing, Indigenous Studies, Health Sciences, Health Care Administration, or Business Administration is required. 

 

Experience 

  • 7 years of progressive experience leading a broad spectrum of health services in a publicly funded health services delivery organization.
  • 5 years of experience liaising with Indigenous patients, families, communities, organizations and partners.
  • Experience working with Indigenous governments, partners, organizations and communities, such as First Nations, Tribal Councils, Manitoba Inuit Association, Manitoba Métis Federation and urban Indigenous associations.
  • 5 years of management experience within the healthcare field is required.
  • 3 years of management experience leading a clinical operations team within a unionized environment is desired.
  • 3 years of experience implementing program planning, development and evaluation 

 

An acceptable equivalent combination of education and experience may be considered. 

 

Skills and Abilities 

  • Experience in, or knowledge of, Indigenous Services and Canada (ISC) and the relationship between ISC and the Manitoba health care system to help build multi-sectoral partnerships.
  • Understanding or proficiency in the standards established by Accreditation Canada (AC) and the Health Standards Organization (HSO) where they affect experiences and health outcomes of Indigenous peoples.
  • Lived experience and understanding of Indigenous healthcare priorities, services, and challenges alongside Indigenous culture, protocols, traditions, and values, both within communities and organizations in Manitoba.
  • Able to converse in an Indigenous language is an asset.
  • Demonstrated knowledge of Canadian colonial impacts on Indigenous people in social and health contexts.
  • Knowledge and appreciation of the unique history, cultures, and rights of Indigenous Peoples in Canada is required.
  • Understanding of, and commitment to, the articles in the United Nations Declaration on the Rights of Indigenous Peoples (2019) and the shared responsibility of creating lasting and meaningful reconciliation in Canada as per Truth and Reconciliation Calls to Action (2015) and Manitoba’s Path to Reconciliation Act (2016). 
  • Understanding of, and commitment to, the articles set out in the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) as framework for reconciliation. 
  • Demonstrated knowledge, understanding and application of cultural safety and anti-racism priorities within healthcare, e.g., Jordan’s Principle, Joyce’s Principle, and Brian Sinclair Inquest.
  • Demonstrated knowledge of, and experience working with, Indigenous (First Nations, Métis and Inuit) communities, agencies and organizations.
  • Knowledge of regional/site/unit policies, procedures, protocols and guidelines relating to clinical care, administrative, financial, and human resource management.
  • Proficient in communication and collaboration, adept at building relationships with Indigenous patients, families, partners, organizations and communities.
  • Proficiency with a range of software required, including client referral systems, electronic patient records systems, charting systems, databases, language/interpretation on-demand systems, Microsoft Office suite of tools, virtual platforms (e.g., Microsoft Teams).
  • Demonstrated expertise in designing key performance indicators (KPIs) and conducting comprehensive benefits analysis.
  • Demonstrated strong organizational, interpersonal, communications and leadership skills.
  • Demonstrated ability to adeptly manage multiple requests and exhibits exceptional time management skills.
  • Ability to work independently and as part of a team.
  • Relevant healthcare-related management courses are an asset, including but not limited to change management, patient satisfaction and experience, multidisciplinary team environments, conflict resolution, and quality improvement.
  • Proven ability to negotiate and mediate resolutions to complex situations.
  • Ability to lead people, manage change, develop strategy and execute plans.
  • Ability to communicate effectively orally and in writing, including the ability to make effective presentations to groups. 

 

Required Licenses, Registrations, Designations 

  • An active member in good standing of an associated regulatory body is required, as appropriate.
  • Membership in a professional association is preferred 

 

Physical Demands and Working Conditions 

  • Must be able to work safely in a typical computerized office environment with frequent meetings and to lift and carry items. 
  • Interruptions to respond to questions from executives and partner organizations are common; dedicated and focused time for planning and concentration can be scheduled. 
  • Must have a valid Manitoba driver’s license and use of a personal motor vehicle for regular travel within the province
