Shared Health leads the planning and coordinates the integration of patient-centred clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

Shared Health was created as Manitoba undertakes a broad Health System Transformation that lays the foundation for strategic system realignment and improved patient care. The implementation of a Supply Chain Management Shared Service is included in Wave Two of the broader Health System Transformation. Initial project focus is on the establishment of a provincial contract management and strategic sourcing function. This position will play a vital part of the contract management and strategic sourcing function within the future state of our supply chain service. Our efforts are rooted in a commitment to improving the quality, consistency and efficiency of the health-care services provided to Manitobans.

 

Under the general direction of the Director, Contracting Services, reporting to the Senior Contract Specialist, the Contract Specialist will be responsible for providing leadership and contracting expertise in the development of initiatives for a variety of equipment, products and services required by the facilities and/or Programs.  The incumbent’s duties include:

 

  1. Participates as a team member in the development of contracting initiatives with various clinical and support services user groups.
  2. Organizes workload and resources to meet deadlines and contracting requirements.
  3. Drafts various competitive bid documents such as Request for Tenders and Request for Proposals as well as various contractual documents.
  4. Analyzes Bids or Proposals in conjunction with appropriate clinical or technical representatives.
  5. Maintains effective communications with Vendors on a variety of contractual and service issues.
  6. Supports continual improvement of processes and outcomes.
Experience
  • Three to five years experience in contracting and health care environment.
Education (Degree/Diploma/Certificate)
  • Undergraduate degree or completion of Level III or higher of the Supply Chain Management Professional (SCMP) Designation Program or equivalent education and experience.
Qualifications and Skills
  • A good working knowledge of business software particularly Microsoft Office (Word and Excel). 
  • A sound knowledge of contract law.
  • Excellent interpersonal skills.
  • Ability to lead groups into achieving consensus.
  • Ability to function in a team oriented environment.
  • Ability to apply creative approaches to problem solving and contract strategies.
  • Ability to multi-task.
