Property Lead

Position Summary: 

Reporting to the Quality and Operations Manager, the Property Lead provides overall leadership and coordination of property management and tenant relations across multiple residential sites.

The role is responsible for ensuring effective property operations, maintaining safe and well managed environments, and fostering positive tenant relationships in alignment with organizational values, applicable legislation and recovery-oriented practices.

The Property Lead works collaboratively with housing, maintenance and support teams while providing direct supervision to tenant relations, maintenance and contracted service staff.

 

Qualifications: 

  • Education/Certification:
    • Post-secondary degree or diploma in Property Management, Facilities Management, Human Services, Business Administration or a related field
    • Relevant certifications (e.g., Property Administration, Building Systems) are considered an asset
    • Leadership training is an asset.
  • Experience:
    • Minimum two years’ experience in property, housing or facilities management
    • Previous supervisory experience an asset
    • Experience in social housing, healthcare, or working with vulnerable populations is an asset
  • Knowledge, Skills and Ability:
    • Strong knowledge of the Residential Tenancies Act and housing regulations
    • Knowledge of building systems, maintenance and safety standards
    • Understanding of mental health, recovery-oriented practices and community resources
    • Excellent organizational, problem solving, and decision-making skills
    • Strong interpersonal, communication, and conflict resolution skills
    • High level of proficiency in Microsoft Office and property management systems
    • Ability to manage competing priorities and meet deadlines
    • Ability to maintain confidentiality and professionalism when handling sensitive information
    • Demonstrated ability to work both independently and collaboratively.

  • Satisfactory Criminal Record Check (with the Vulnerable Sector Check)
  • Satisfactory Child Abuse Registry Check
  • Satisfactory Adult Abuse Registry Check
  • Valid Driver’s License
  • Current Vehicle Registration, indicating 3rd Party Liability Insurance of $1,000,000 or more
  • Proof of COVID-19 Vaccination Status and/or agreement to undergo regular testing in accordance with Public Health orders

 

Principal Duties and Responsibilities:

Property Supervision:

  • Provide oversight of the daily property operations including maintenance, repairs and cleaning services.
  • Coordinate and monitor work orders, maintenance schedules and contractor performance in coordination with maintenance workers.
  • Ensure compliance with applicable legislation including building codes, fire safety regulations and workplace safety and health standards.
  • Assist with developing and implementing policies, procedures and systems related to property management and emergency preparedness.

Tenant Relations and Housing Administration:

  • Oversee tenancy management processes including:
    1. Rent collection
    2. Lease administration (new, renewals, terminations, evictions)
    3. Condition reports and annual unit inspections
  • Ensure compliance with the Residential Tenancies Act and Manitoba Housing Guidelines
  • Support and guide tenants in resolving disputes and maintaining positive community relationships
  • Maintain accurate tenant records, files and documentation
  • Participate in and support Tenant Selection Committee processes
  • Respond to tenant inquiries, service requests, and emergencies in a timely and professional manner
  • Promote positive tenant engagement through regular communication and site presence.

 

Leadership and Team Coordination:

  • Supervise and support tenant relations staff, maintenance personnel and contracted cleaners
  • Coordinate workflow prioritization
  • Foster a collaborative, respectful and service oriented team
  • Provide guidance on safety and emergency procedures at the buildings.
  • Informs Payroll of all Human Resource information as required.

  • Must be physically capable of carrying out the duties and responsibilities as assigned.

    1. Supervision Received: Quality and Operations Manager, Eden Health Care Services
    2. Supervision Exercised: Tenant Relations Coordinators, Maintenance Staff and Contracted Service Providers
