Position Overview

Reporting to the Manager - Recruitment & Retention, the Recruitment & Retention Officer is responsible for the overall coordination of the recruitment, recognition, and retention activities throughout Southern Health-Santé Sud including the development, implementation and evaluation of the recruitment strategies.  The incumbent is a support for candidates throughout the application process, assists newcomers with work permits, and assists management with onboarding.

 

The incumbent exercises the appropriate level of initiative and independent judgment in determining work priorities, work methods to be employed and action to be taken on unusual matters. The position functions in a manner that is consistent with the mission, vision and values; and the policies of Southern Health-Santé Sud.

Experience

  • Minimum of two (2) years’ human resources experience in a unionized environment required. Recruitment and/or retention focus preferred.
  • Experience developing presentations and presenting to large groups of people.
  • Experience in a health care environment is preferred.
  • Experience with programs such as Canva, MS Forms, is an asset.
  • Extensive experience with Microsoft Suite is required, including experience writing formulas and manipulating spreadsheets within MS Excel, as well as demonstrated ability to create documents crossing programs, such as mail merges.
  • Knowledge and experience with Human Resources Information Systems (HRIS) or SAP, is an asset.

Education (Degree/Diploma/Certificate)

  • Diploma/Degree in Human Resources Management; or post-secondary education relevant to the position; OR an equivalent combination of education and relevant experience may be considered.

Qualifications and Skills

  • Strong working knowledge of recruitment and retention principles required.
  • Demonstrated knowledge and understanding of applicable legislation including Employment Standards (Manitoba), Human Rights Code (Manitoba), Labour Relations Act (Manitoba).
  • Familiarity with collective agreements and interpretation thereof is an asset.
  • Demonstrated knowledge and proficiency with Microsoft Office Suite applications is required.
  • Demonstrated excellent communication skills, both orally and written.
  • Proficiency of both official languages is preferred (English/French).
  • Demonstrated excellent interpersonal skills, effectively interacting with internal and external clients/stakeholders.
  • Demonstrated ability to establish and maintain positive, collaborative working relationships.
  • Demonstrated ability to be client focused with a desire to recognize, validate and meet the needs of internal and external clients on a continuous improvement basis.
  • Demonstrated ability to be adaptable with flexibility and willingness to change behaviour and opinion in accordance with best practices and across different environments and cultures.
  • Demonstrated ability to develop self and others with a focus on skills and knowledge in self, colleagues and clients based on learning and communicating best practices.

  • Demonstrated ability to work under pressure and meet strict deadlines.
  • Demonstrated strong attention to detail and a critical degree of accuracy regarding data entry.
  • Given the cultural diversity of our region, the ability to respect and promote a culturally diverse population is required.
  • Demonstrated ability to respect confidentiality including paper, electronic formats and other mediums.
  • Good work and attendance record.

Physical Requirements

  • Demonstrated ability to meet the physical and mental demands of the job, including ability to lift up to 40lbs.
  • No hazardous or significantly unpleasant conditions.
  • May work occasionally evenings and weekends as necessary.
  • May be required to travel to other regional facilities if required by the duties of the position.
