Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.
Position Overview
The Director - Provincial Partnerships - Indigenous Health is Shared Health’s primary guide and facilitator of ongoing dialogue and collaboration with First Nations, Inuit and Métis governments and provincial partners and organizations, including on a government-to-government basis. Key responsibilities include guiding and coaching health system teams throughout Shared Health with identifying, developing, and nurturing productive partnerships to enable addressing Indigenous-identified health priorities, accreditation standards, and relevant legislation and guidance documents. Leading with humility and a strong understanding of Indigenous health and wellness, the Provincial Partnership Director will work to ensure that Indigenous voices are actively integrated into decision-making processes and provincial clinical policies, programs, practices and services. Additionally, this position will support Indigenous-identified healthcare and self-determination priorities to collaboratively address, notably, jurisdictional challenges and solutions.

Experience
- Seven years of experience in Indigenous, healthcare or government settings.
- Experience in Manitoba’s public health care system and services.
- Experience working with Indigenous governments, partners, organizations and communities, such as First Nations, Tribal Councils, Manitoba Inuit Association, Manitoba Métis Federation and urban Indigenous organizations.
- Experience in or knowledge of Indigenous Services Canada (ISC) and the relationship between ISC and the Manitoba health care system.
- Understanding of applying the standards established by Accreditation Canada (AC) and the Health Standards Organization (HSO) from an Indigenous lens.
- Experience with, or knowledge of, enabling health system leaders and teams with applying an Indigenous lens to health operations and exploring ways to provide culturally safe care and to offer traditional Indigenous healing practices as part of health services delivery.
- Demonstrated experience in identifying key performance indicators and conducting comprehensive benefits analysis with respect to Indigenous health.
Education (Degree/Diploma/Certificate)
- A degree in Indigenous studies, health sciences, social sciences, business administration, or another relevant field required.
- A relevant combination of education, experience and competencies will be considered.
Certification/Licensure/Registration
- Current registration with recognized professional body, where applicable.
Qualifications and Skills
- Demonstrated knowledge of Canadian colonial impacts on Indigenous people in health and social contexts.
- Knowledge and appreciation of the unique history, cultures, and rights of Indigenous Peoples in Canada is required.
- Understanding of, and commitment to, the articles in the United Nations Declaration on the Rights of Indigenous Peoples (2019) and the shared responsibility of creating lasting and meaningful reconciliation in Canada as per Truth and Reconciliation Calls to Action (2015) and Manitoba’s Path to Reconciliation Act (2016).
- Understanding of, and commitment to, the articles set out in the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) as a framework for reconciliation.
- Demonstrated knowledge, understanding and application of cultural safety and anti-racism priorities within healthcare, e.g., Jordon’s Principle, Joyce’s Principle, and Brian Sinclair Inquest.
- Experience working with First Nations, Inuit and Métis governments, partners, organizations and communities.
- Proficient in communication, collaboration and negotiation, adept at building relationships and documenting and presenting findings to varied audiences.
- Proficiency in Microsoft Word, Excel and PowerPoint and virtual platforms (e.g., Microsoft Teams).
- Lived experience and understanding of Indigenous healthcare priorities and practices, including First Nations, Inuit and Métis cultures, protocols, traditions, values, and rights to self-determination.
- Demonstrated comprehensive leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.
Physical Requirements
- Must be able to work in a typical computerized office environment with frequent meetings and sitting for prolonged periods of time.
- May be required to travel throughout the service area requiring a valid Manitoba driver’s license and use of a personal motor vehicle.
- Some evening/weekend work may be required.
