Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.
Position Overview
Lead a multidisciplinary team of technical, clinical, and clinical support staff in the integrated delivery of the routine and complex health services for an assigned zone. Inspire and lead health services staff across the organization to embrace and adopt integrated, patient-centred care pathways and service delivery models. Provide service-delivery focused operational leadership to health services, partnering closely with the senior leadership of the organization, and internal and external stakeholders to support patients in accessing multiculturally respectful health services.
The Director Health Services EMS Operations will:
- Ensure effective health services delivery, partnering closely with the senior leadership to ensure achievement of the service delivery organization’s strategic and operating plan, and support patients in accessing health services.
- Plan, coordinate and evaluate systems to provide safe, effective and efficient ERS in collaboration with all service delivery organizations (SDOs), and federal health facilities within the province.
- Collaborate with provincial and federal health facilities, community program partners, law enforcement, social services, service delivery organizations, municipal/provincial/federal/territorial governments, and indigenous communities.
- Manage the provision of ERS within the respective zone including coordinating and allocating appropriate resources across and between the provincial network of ERS zones, stations and service delivery locations, for the delivery of patient care in response to ERS requests.
- Manage operational relationships and inform development of service agreements with external agencies, organizations, and other levels of provincial and federal government.
- Coordinate and manage patient care services for ERS.
- Lead and integrate support services for ERS, including administration, program planning, implementation of electronic documentation, quality improvement, risk management and utilization management systems.
- Develop, manage, evaluate and ensure compliance with provincial clinical services standards, legislation, professional standards of practice, applicable code(s) of ethics, education and research within the program.
- Develop, recommend, implement and evaluate key performance indicators related to service delivery.
- Collaborate with key stakeholders to ensure safe, effective and appropriate client care through a clinical quality and patient care lens that will shape an environment for clinical and service excellence.
Experience
- 7 years of progressive management experience leading a broad spectrum of health services in a large, publicly funded health services delivery organization including:
- 5 years of direct clinical services delivery across one or more assigned geographic or clinical areas of healthcare, such as:
- Primary health and community services including population health, health promotion and illness prevention for diverse populations across the human lifespan.
- Acute inpatient, specialty care and complex ambulatory settings.
- Land and/or air emergency medical and patient transportation services.
- Integrating innovative community-based care modes (such as home care, primary care, etc.) to optimize healthy aging, health restoration and maintenance, and to deliver high-quality care in the areas of chronic disease, palliative care, community mental health, rehabilitation and/or long-term care.
- 3 years of management experience leading an interdisciplinary health service.
- 3 years of experience participating in operational planning, implementing operational directives, and achieving formal quality, patient safety, service integration and partner collaboration goals and objectives.
- 3 years of experience building and leading a high-performing, interdisciplinary team in a publicly funded health services delivery organization including influencing and collaborating with senior management.
Education (Degree/Diploma/Certificate)
- Post-secondary diploma or degree in a relevant health discipline from an accredited education institution; a post-secondary and/or graduate degree is an asset.
- An equivalent combination of education and experience may be considered.
Certification/Licensure/Registration
- Active member of an associated regulatory body as appropriate.
Qualifications and Skills
- Demonstrated comprehensive senior leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.
Physical Requirements
- Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 25 pounds.
- Interruptions to respond to questions from senior management in the organization, third-party compliance bodies, and vendors are common; incumbent is able to schedule dedicated and focused time for planning and concentration.
- Must have a valid Manitoba driver’s license and use of a personal motor vehicle for regular travel within the province.
