Shared Health leads the planning and coordinates the integration of patient-centred clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

Shared Health leads the planning and coordinates the integration of patient-centred clinical and preventive health services, and supports centralized administrative and business functions for Manitoba health organizations. Shared Health operates a jurisdictional tertiary hospital and provides a broad group of health delivery services spanning all areas of care With over 12,000 interdisciplinary employees delivering clinical, preventive and administrative shared services in partnership with over 250 local, regional and provincial health service delivery organizations in urban, rural and remote locations across the province, Shared Health is bringing Manitobans together to create equitable, safe, accessible, trusted and sustainable pathways to care.

 

The finance and performance management team within the administration and support services service area of Shared Health coordinates and guides the executive and senior leadership of Shared Health in developing and attaining government approval for its strategic and annual operating plans.

 

Reporting to the executive director finance and performance planning, we have a new opportunity for a director financial planning who will build and manage a flexible and collaborative team with a culture of client service to provide meaningful financial planning, forecasting, and budgeting information for all of the service areas of the organization. This director has direct authority and accountability for delivering on all service level commitments in financial planning, ensuring client satisfaction, budget management, and operational policy development related to financial planning for Shared Health. The director financial planning will:

 

  • Support the financial analysis required for variance investigations, business case development and briefing notes.
  • Lead the development of budget and variance reporting, engaging the leaders of business units to ensure an accurate reflection and accounting of financial pressures in the budget cycle.
  • Establish, improve and ensure forecasting and variance analyses provided identify major cost drivers and recommend options for mitigation of budget variances to relevant internal and external stakeholders.
  • Mentor and coach staff to apply innovative processes and analytical methods to ensure accurate, timely and meaningful information is provided to effectively illustrate the organization’s financial health and support aligning the activities of all operating units with the organization’s approved strategic and operating plans.

 

The successful candidate’s leadership, professionalism, diplomacy, and continuous improvement orientation will be evident as they collaborate with clients and colleagues to provide excellent customer service, identify systems solutions, and support an integrated province-wide healthcare system that delivers multiculturally respectful health services.

 

The ideal candidate for this position will bring:

Experience

10 years of progressive experience delivering organization-wide financial planning functions including forecasting, budgeting and related variance analyses in a large publicly-funded multi-organization enterprise, preferably in health-care, including:

  • 5 years of experience overseeing financial budgeting, planning and forecasting
  • 5 years of hands-on experience using the finance and accounting modules of a comprehensive ERP system (e.g. SAP and/or Great Plains)
  • 5 years of experience building and leading a high-performing finance or business data analytics team
  • 3 years of experience with financial business modeling and various innovative funding models, providing meaningful financial reflections of business health, and supporting financial analyses for business case development
  • Experience with health services commissioning is an asset
Education (Degree/Diploma/Certificate)
  • Post-secondary degree in a related discipline such as management, economics, public or business administration from an accredited post-secondary education institution; an equivalent combination of education and experience may be considered
  • Additional formal education in diverse and innovative financial business data modeling, funding and commissioning models in the public sector, and systematic process improvement methodologies (such as the lean transformation framework) are assets
Certification/Licensure/Registration
  • The Chartered Professional Accountant (CPA) designation with current membership in good standing
Qualifications and Skills

Demonstrated mid-to-senior level leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework

Physical Requirements
  • Must be able to work safely in a typical computerized office environment with frequent meetings at multiple sites throughout the organization, and to lift and carry items of up to approximately 10 kg
  • Interruptions to respond to questions from executives and government representatives are common; incumbent can schedule dedicated and focused time for planning and concentration
  • If working outside of the provincial capital, the position holder must have a valid Manitoba driver’s license and use of a personal motor vehicle for regular travel
