Position Overview

The Manager, Emergency Preparedness/Security Services shall be accountable to the Director, Support Services and is responsible for the development, coordination, implementation, evaluation and operation of the Emergency Preparedness Program and Security Services within Southern Health-Santé Sud.

 

The incumbent exercises the appropriate level of initiative and independent judgment in determining work priorities, work methods to be employed and action to be taken on unusual matters. The position functions in a manner that is consistent with the mission, vision and values; and the policies of Southern Health-Santé Sud.

Experience

  • Experience with Disaster Management and/or Security in a facility setting.
  • Minimum five (5) years in a Management/Supervision capacity required.
  • Experience in managing human resources which includes labour relations, collective agreement interpretation, discipline process, training needs assessment, performance evaluations, and absenteeism review.
  • Experience in the planning and development of a sustainable service-oriented program.

Education (Degree/Diploma/Certificate)

  • Degree in Disaster Management/Emergency Preparedness or Post-secondary education in a security related field such as Police Studies, Criminology or certification as a health care protection administrator.
  • Completion of a recognized Business Continuity Planning program.
  • Completion of Incident Command Level 300 education.
  • Completion of Security Guard training.
  • Suitable combination of relevant education and experience may be considered.

Certification/Licensure/Registration

  • Province of Manitoba Security Guard Trainer classification an asset.
  • Province of Manitoba Class 4 Driver’s License, and access to a personal vehicle to provide service within Southern Health-Santé Sud.
  • Requires a valid Class 5 driver’s license, an all-purpose insured vehicle and liability insurance of at least $1,000,000.

Qualifications and Skills

  • Proficiency with Microsoft programs (Outlook, Word, Excel, Access, PowerPoint and Teams).
  • Ability to efficiently navigate various computer and internet applications.
  • Knowledge Workplace Safety and Health Act and Regulations.
  • Knowledge of Infection Prevention & Control Practices, Occupational Hazards, and Safety Precautions related to health care facilities.
  • Demonstrated:
    • Leadership skills including leading cross-functional and remote teams.
    • Interpersonal communication skills, oral and written, as well fostering positive working relationships.
    • Commitment to continuous quality improvement and initiating change.
    • Adaptability and ability to prioritize in a changing environment.
    • Analytical, organizational and problem-solving skills.
    • Ability to respect confidentiality including paper, electronic formats and other mediums.
  • Given the cultural diversity of our region, the ability to respect and promote a culturally diverse population is required.
  • Proficiency of both official languages is essential for target and designated bilingual positions.
  • Good work and attendance record.

Physical Requirements

  • Demonstrated ability to meet the physical and mental demands of the job.
  • May be exposed to hazardous and unpleasant conditions during emergencies (e.g. fires, chemical spills, severe weather).
  • Strict compliance with safety protocols required.
  • May be required to participate in on-call rotation and rapid response to high-stress situations.
  • May work occasionally evenings and weekends as necessary.
  • Will be required to travel to other regional facilities as the position duties may require.
