Position Overview

Under the general direction of the Clinical Program Leadership Team and as a member of the Clinical Program Quality Team, the incumbent is responsible for the identification of quality improvement opportunities, implementation of quality and utilization initiatives, decision support, risk management, standards, and accreditation, as well as development and maintenance of Balanced Scorecard reporting for the regional Clinical Program.


Continuous improvement is the focal point of all activities undertaken by the Quality/Process Improvement Officer with special emphasis on the development of best practices based on evidence based decision-making.


The incumbent works with other members of the Clinical Program Quality Team to ensure that the goals outlined in the annual Quality Plan are met.  The scope of responsibility includes staff of the Clinical Program at the various sites who provide care and are accountable to the Clinical Program, Winnipeg Regional Health Authority (WRHA).  Participates in the development and delivery of educational programs supporting development of organizational capacity in Quality.  Liaises with site Quality and Decision Support personnel.


  • Minimum of three years of clinical experience required.
  • Nursing experience specific to the clinical specialty is preferred.
  • Knowledge and experience in process and quality systems design is essential.
  • Experience in the development and implementation of quality and risk management initiatives required.
  • Experience in customer relations or customer service management an asset.
  • Experience in change management strategies and processes required.
  • Project management experience preferred.

Education (Degree/Diploma/Certificate)

  • Baccalaureate Degree in Nursing required.
  • Masters degree in a healthcare related discipline preferred.
  • Project management certification an asset.
  • Certification in Quality Management or commitment to obtain certification within one year of employment.
  • Certification (or commitment to obtain certification within one year of employment) in a quality framework such as Lean, Six Sigma, PDSA, TQM.


  • Current registration or eligibility for registration with CRNM required.

Qualifications and Skills

  • Advanced computer skills including word processing, data management, spreadsheets, etc. required.
  • Knowledge of patient care and workflow in the clinical specialty is preferred.
  • Report writing, project design and program evaluation experience required.
  • Must have strong communication skills, both oral and written.
  • Excellent problem solving skills.
  • Must be innovative and demonstrate a willingness to embrace change.
