Position Overview
Within the Winnipeg Health Region Primary Health Care is delivered across Access Centre directly operated Primary Care clinics, Walk-In Connected Care Clinics (WICCC) sites for episodic care as well as partnering with fee for service physician clinics via My Health Teams and Interprofessional Team Demonstration Initiative (ITDI).
The WRHA Primary Health Care Service Area is a centralized service area team of individuals who work with Primary Care Sites (WRHA Direct Ops, funded agencies and WRHA Primary Care staff working in fee for service clinics) to provide a continuum of clinical services designed to support the needs of people accessing Primary Health Care services in the community.
The team provides content expertise, evidence informed recommendations/guidelines, and initiatives designed to sustain and improve the quality and consistency of care provided throughout Winnipeg’s WRHA Operated Primary Care Sites.
Purpose:
- To advance the delivery of care and services in Primary Health Care through innovation, research, public engagement and collaboration among our partners and service providers.
- To coordinate, support and ensure consistency in the delivery of high-quality Primary Health Care services in a dignified, respectful and equitable manner to those requiring the service across Primary Care sites.
- To support WRHA Directly operated Primary Care sites in Winnipeg in the delivery, monitoring and evaluating of safe, high quality, efficient, and effective Primary Care services.
Primary Health Care provides services across various Primary Care sites, and throughout the community within the WRHA. The services provided include health promotion, injury/illness prevention, treatment and support for a variety of conditions. Primary Health Care includes centralized programs such as Midwifery, Antenatal Home Care, ITDI and Family Doctor Finder. It also supports WRHA Directly Operated Primary Care sites across the Community Areas in the Winnipeg Region.
MAIN FUNCTION:
Reporting to the Director Primary Care and in collaboration with the health services leaders across community, continuing care), the Primary Care Clinical Operations Leader will provide clinical and operational expertise and leadership in collaboration with leaders within the outlined areas. The Primary Care Clinical Operations Leader is responsible for working as a team player with colleagues and co-workers to achieve excellence in Primary Care services, episodic care via WICCCs, and staff support in clinical areas of operations.
Service area responsibilities include:
- collaborative planning and coordination with Primary Care partners, community and hospital partners regarding service delivery processes
- support policy and practice development
- support planning, development, implementation and evaluation
Human resource, fiscal and quality management are core components in managing the applicable service areas.
Experience
- Substantial experience in a health-care setting with 3-5 years in a management position.
- Previous experience in clinical areas is required.
- Experience in program planning, development, evaluation and managing patient care services required.
- Knowledge of Primary Health Care and Community Care services is essential.
Education (Degree/Diploma/Certificate)
- Bachelor's degree in Nursing or relevant health discipline required.
- Master’s degree in relevant area is preferred.
Certification/Licensure/Registration
- Current registration with appropriate regulatory body.
- Valid driver’s license and access to a vehicle.

- Demonstrated leadership skills and the ability to coordinate and supervise the work of others.
- Excellent planning, organizational, problem solving, analytical skills and interpersonal skills.
- Ability to work effectively across service areas and sectors.
- Understanding of key trends in service delivery.
- Demonstrated success in managing change through decision making, problem solving, consensus building and dialogue.
- Excellent oral communication skills required for presentations, group facilitation and sustaining productive meetings.
- Excellent written communication skills.
- Demonstrates knowledge and support of:
- Vision, values, goals, and objectives of the WRHA;
- Applicable Standards and Legislation.

Conditions of Employment
This position requires a current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment. The successful candidate will be responsible for any service charges incurred. A security check is considered current if it was obtained no more than six (6) months prior to the start of employment.

The WRHA legal entity includes Churchill Health Centre, Deer Lodge Centre, Grace Hospital, Middlechurch Home of Winnipeg, Pan Am Clinic, River Park Gardens, Victoria General Hospital, WRHA corporate programs, and WRHA community health services.
