Position Overview

The Manager, Health Services and Patient Safety and Quality is responsible for the day to day operations of MDR and Stores at the Churchill Health Centre.  The incumbent organizes, controls and manages the designated Medical Device Reprocessing and Stores functions for the CHC, including the efficient utilization and management of human, material and monetary resources employed in these operations.  This position provides leadership to both areas through the development, implementation, monitoring and evaluation of systems to achieve Corporate and Regional objectives and provides feedback to the COO.  Ensures that established policies and procedures are adhered to and maintains accurate records on key performance indicators relative to the measurement of service provided, utilization and productivity. 

 

The incumbent also provides leadership with respect to the development, implementation and continuous evaluation and improvement of the integrated quality management program, patient safety initiatives and Winnipeg Regional Health Authority programming for the Churchill Health Centre.  This role will be acting as a key link with Accreditation activities and ROPs, and helping to drive improvement in clinical care systems by leveraging knowledge from Accreditation, Evidence-based practice, and national and international quality/safety organizations.  This position will be working on promoting a culture of safety within the Churchill Health Centre; working on managing the occurrence reporting system; and identifying trends and issues and ensuring follow-up of key occurrences.  As a member of the Management Team, provides information to the Chief Operating Officer and senior leadership team regarding Quality and Patient Safety data which influence strategic planning and operations.  Collaborates with the WRHA’s Quality and Patient Safety to ensure accreditation, occurrence reporting, complaints management, patient safety and risk management strategies are implemented appropriately and in a timely manner.  The Manager will be responsible for acting as a resource for management dealing with clinical risk issues; and other related duties as assigned.  This position will champion Ethics including capacity building and related education and networking opportunities.

Experience

  • Minimum three years current, relevant clinical experience and minimum one-year management experience in a health care setting required.

Education (Degree/Diploma/Certificate)

  • A Baccalaureate Degree in a relevant health care profession is required. 
  • An equivalent combination of education and experience as recognized by the Centre may be considered. 
  • Should a candidate without a degree be the successful candidate, that individual will be required to complete a degree within a five-year period in order to remain in the position.
  • Formal management training preferred.

Certification/Licensure/Registration

  • Current registration or eligibility for registration, with the appropriate professional association required. 
  • Current BCLS certification required.

Qualifications and Skills

  • Sound knowledge and understanding of evidence based practice.
  • General knowledge of regulations and scope of practice documents that guide clinical practice.
  • Working knowledge of legislative acts governing health care.
  • Demonstrated ability to critically think, analyze, conceptualize and apply relevant knowledge to practice.
  • Expert organizational, interpersonal, problem solving and decision making skills.
  • Demonstrated leadership skills in an interdisciplinary team environment.
  • Ability to work independently within an interdisciplinary context.
  • Effective oral and written communication skills.
  • Ability to facilitate staff working to the professional expectations of practice.
  • Ability to facilitate education through the principles of teaching adult learners.
  • Ability to communicate effectively with programs, disciplines, and other administrative directors.
  • Ability to work with minimal direction.
  • Ability to function in a computerized environment.
  • Knowledge of budgets and financial reporting systems.
